Project Director, TRIO Student Support Services Program

Grade 13

North Central State College is accepting resumes for Project Director, TRIO Student Support Services Program.  The position provides leadership for the College in relation to grant goals and objectives including increasing retention and graduation rates of project participants, increasing transfer rates of eligible students to 4-year institutions, and fostering an institutional climate supportive of the success of low income and first generation students and individuals with disabilities. The Project Director provides leadership training and supervision of staff, organization and management of programs, budgets, activities, policies and procedures; will serve as liaison to state and local programs and agencies; and will provide advising and case management services to 40 program participants.

Essential duties/responsibilities include but are not limited to the following:

Program Management                                                                                                                       

·          Ensure that students and prospective participants are informed about the TRIO Student Support Services Program as outlined in the grant proposal.

·          Ensure that faculty, staff, and the institution as a whole is informed about the TRIO Student Support Services Program as outlined in the grant proposal.

·          Ensure that there is a process to identify, select, and retain participants that meet eligibility guidelines for the TRIO Student Support Services Program as outlined in the grant proposal.

·          Coordinate the provision of retention services and activities for program participants as outlined in the TRIO Student Support Services Program grant proposal.

·          Ensure that each individual participant’s need for services is assessed as outlined in the TRIO Student Support Services Program grant proposal.

·          Ensure that an Education Plan is developed with each participant as outlined in the TRIO Student Support Services Program grant proposal.

·          Ensure that each participant’s academic achievement is monitored as outlined in the TRIO Student Support Services Program grant proposal.

·          Ensure that services are provided to address project goals and objectives as outlined in the TRIO Student Support Services Program grant proposal.

·          Provide academic advice and assistance to program participants as outlined in the TRIO Student Support Services Program grant proposal.

·          Procure financial aid counseling and financial literacy education for program participants as outlined in the TRIO Student Support Services Program grant proposal.

·          Sponsor transfer events as outlined in the TRIO Student Support Services Program grant proposal.

·          Design and deliver a Student Support Services orientation program for participants as outlined in the TRIO Student Support Services Program grant proposal.

·          Provide case management and individualized counseling for program participants as outlined in the TRIO Student Support Services Program grant proposal.

·          Reconcile all financial records with the Controller’s Office on a monthly basis as outlined in the TRIO Student Support Services Program grant proposal.

·          Manage participant student records as outlined in the TRIO Student Support Services Program.          

Department Management                                                                                                 

·          Manage all staff of the TRIO Student Support Services Department.                                         

o    Determine staffing requirements.

o    Review application materials, select interviewees and conduct interviews.

o    Ensure employees receive sufficient orientation and training.

o    Schedule employees for work and assign tasks.

o    Review employee work methods for effectiveness and adherence to established standards.

o    Review employee record of time worked to verify accuracy.  Approve or deny requests for leaves of absence, overtime, vacation, etc.

o    Evaluate employee performance; counsel employees.

o    Counsel and/or discipline employees relative to conduct issues.

o    Ensure effective communication of information to all employees.

o    Perform other related duties as assigned.

·          Establish department’s short and long-term goals and objectives.

·          Develop, implement and ensure adherence to department policies and procedures.

·          Develop and administer the annual department budget.

·          Process, analyze and summarize information in order to ensure effective exchange of information in reports, correspondence, etc., both for and on behalf of the administration.

·          Establish department recordkeeping systems.  Perform data entry and file materials.

·          Work cooperatively with other College departments to meet goals, support the College’s mission and serve the students.

·          Greet visitors and callers.

·          Conduct or attend meetings as needed or required.  Participate on College committees.

·          Perform other related duties as assigned.

Required Qualifications:

·          Master’s Degree in Education, Higher Education, Education Administration, Guidance Counseling, or related field.

·          3-5 years’ experience in a similar project role with a minimum of 2-3 years’ experience managing the project.

·          Familiarity with College academic requirements, preferably at the community-college level. 

·          General knowledge of college student development, financial aid programs, career decision making, assessments, and processes. for responding to participant needs with available sources.

·          Demonstrated sensitivity to needs of economically and educationally disadvantaged students.

Job Responsibilities

RESPONSIBILITIES: Counsel students and parents on postsecondary options and financial aid. Assist graduating seniors in completing admissions applications and applying for financial aid. Coordinate students' participation at local, regional and national college tours and fairs. Coordinate and facilitate parent workshops/meetings. Assist participants in developing realistic academic and career goals. Assist in the coordination of cultural/recreational activities. Assist in recruitment and selection of program participants. Assist in tracking program participants and graduates. Attend meetings, workshops and conferences for professional development. Provide monthly reports and perform other related duties as assigned.  

Required Qualifications

REQUIRED QUALIFICATIONS

Master's degree

Minimum of two years experience in counseling and/or teaching at the secondary or post-secondary level

Experience working with low-income students and parents from various ethnic and racial backgrounds

Ability to work effectively with school staff, students, and community agencies

Knowledge of various financial aid programs

Knowledge of career exploration and development among high school students

Knowledge of college admissions procedures and college resources

Excellent oral, written and interpersonal communication skills

Basic grammar and math skills and basic level skills in word processing (MS Word)

Sensitivity to respond appropriately to the needs of a diverse population  

Preferred Qualifications

PREFERRED QUALIFICATIONS

Master's degree in Education, Counseling or related field

Experience counseling in an Upward Bound or other TRIO program

Proficiency in using Microsoft Excel and Internet Explorer  

Work Schedule

9:30 am - 6:00 pm M-TH and , 8:30 am - 5:00 pm on Fridays September - May; 8:30 am - 5:00 June-August. In addition some evenings and Saturdays are required monthly. Travels on at least 2 overnight trips are required as well as weekly travel to target schools.  

Target Hiring Rate/Salary

37K-48K Annualized  

Position Status

This is a full-time, exempt, non-bargaining, support staff position, salary grade 10, Grant funded position. This appointment is annual and is contingent upon continuation of funding from grants
